Chapter 10: Language Policy in Multilingual Classrooms
Abstract
In recent years, with global transmigration and the corresponding growth in second/foreign language populations in the United States, the number of bilingual programs across the country has significantly increased. A particular model that has gained traction is Dual Language Immersion (DLI) programs, where a partner language and English are used to teach the school curriculum. This chapter provides an overview of key policy considerations when establishing a bilingual program, including DLI, in the United States. It also discusses how bilingual programming efforts for the Less Commonly Taught Languages (LCTLs) are characterized by precarity and weak sustainability. The remainder of the chapter recounts the grassroots efforts made by a school community to establish an Urdu-English DLI program. By detailing its language policy design, this chapter shows how challenges of DLI for LCTLs can be overcome by viewing language as a resource and a right, rather than a problem (Ruiz, 1984).

Language policy advocates who argue that public policy should promote English as the sole language of the country and discourage the use of other languages in public spaces. They demand policies that channel non-English speakers toward learning English, with limited opportunities or incentives for them to use their native languages in public spaces (Hayakawa, 1985).
